Timothy Bible Institute (TBI) was founded in 1996 by Francis and Des Banda with the goal of entrusting the Good News of Jesus Christ to "reliable followers who will also be trusted to teach others" (2 Timothy 2:2). In January 1998 a partnership was formed with North America, and two years later in 2000 a school campus was developed in a rural area outside of Balanga City, on approximately 4.5 acres of land. In 2006 TBI became a ministry of International Christian Mission Services (ICMS) a Canadian Charity established in Abbotsford BC.

TBI is a non-denominational school, providing 2 years of cost free Bible and Church leadership training followed by a year of internship. The School seeks out students who have a heart for and a calling from God, but who because of their financial poverty are unable to attend other Bible training Institutions.

TBI focuses on training Christian leaders who will go to minister to the poor and disadvantaged in the thousands of Philippine villages and Islands where no Christian witness is present.

TBI's first focus is on evangelism, discipleship and church planting. The School also attempts to address Jesus' command to love their neighbors by helping villagers through the establishment of an orphanage for homeless children, providing fruits and vegetables, helping villages get clean water and assisting them with various recreational, small cottage business and agricultural pursuits.
